日前,人力資源社會保障部制定出臺《關(guan)于支持企業(ye)大(da)力開展技能人才評價工作的通知(zhi)》(以下(xia)簡(jian)稱《通知(zhi)》)。記者就有(you)關(guan)問題采訪了人社部有(you)關(guan)負(fu)責同志。
問:《通知》出臺的背景和意義是什(shen)么?
答:2019年9月,習近平(ping)總書(shu)記對(dui)技(ji)能(neng)人才(cai)(cai)工(gong)作(zuo)作(zuo)出重(zhong)要指示,強(qiang)調(diao)要健(jian)全技(ji)能(neng)人才(cai)(cai)培養、使用(yong)、評(ping)價、激勵制度。技(ji)能(neng)人才(cai)(cai)評(ping)價是技(ji)能(neng)人才(cai)(cai)工(gong)作(zuo)的重(zhong)要組成部分,我國先后通(tong)過推行工(gong)人技(ji)術等級考核(he)、職(zhi)業資格等制度對(dui)勞動(dong)者實施職(zhi)業技(ji)能(neng)考核(he)評(ping)價。
2019年12月,國(guo)務院常務會議(yi)決定(ding),分步取消水(shui)平評價類技(ji)能人(ren)(ren)員職(zhi)業資格(ge),推行社會化職(zhi)業技(ji)能等級認定(ding)。按照黨中央(yang)、國(guo)務院“放管(guan)服”改(gai)革要求,加快政府職(zhi)能轉變,充分發(fa)(fa)揮(hui)市場在資源(yuan)配置中的決定(ding)性作(zuo)(zuo)用,激(ji)發(fa)(fa)市場主體活力(li),人(ren)(ren)力(li)資源(yuan)社會保障部于今年7月明(ming)確提出水(shui)平評價類技(ji)能人(ren)(ren)員職(zhi)業資格(ge)退(tui)出國(guo)家(jia)職(zhi)業資格(ge)目錄時間表,并就退(tui)出目錄后續有關(guan)工(gong)作(zuo)(zuo)作(zuo)(zuo)出安排。
針對(dui)水平(ping)評(ping)(ping)價(jia)(jia)類技(ji)(ji)(ji)能(neng)人(ren)員職(zhi)(zhi)業(ye)(ye)資格退出國家(jia)職(zhi)(zhi)業(ye)(ye)資格目錄后(hou)技(ji)(ji)(ji)能(neng)人(ren)才評(ping)(ping)價(jia)(jia)載(zai)體缺失等(deng)(deng)問題(ti),我部(bu)于2018年底(di)啟(qi)動企業(ye)(ye)職(zhi)(zhi)業(ye)(ye)技(ji)(ji)(ji)能(neng)等(deng)(deng)級認(ren)定(ding)工作試(shi)點(dian),2019年繼續擴大(da)試(shi)點(dian)范圍,并(bing)逐步在全國推(tui)開。試(shi)點(dian)工作取得明顯成效,得到(dao)了用人(ren)企業(ye)(ye)和廣(guang)大(da)技(ji)(ji)(ji)能(neng)勞動者的(de)普遍認(ren)同。因此,加快(kuai)推(tui)動建立以市場為(wei)導向、以企業(ye)(ye)等(deng)(deng)用人(ren)單(dan)位為(wei)主體、以職(zhi)(zhi)業(ye)(ye)技(ji)(ji)(ji)能(neng)等(deng)(deng)級認(ren)定(ding)為(wei)主要方式的(de)技(ji)(ji)(ji)能(neng)人(ren)才評(ping)(ping)價(jia)(jia)制度(du),解決職(zhi)(zhi)業(ye)(ye)資格制度(du)改(gai)革后(hou)技(ji)(ji)(ji)能(neng)人(ren)才評(ping)(ping)價(jia)(jia)載(zai)體缺失、評(ping)(ping)價(jia)(jia)工作急需跟進等(deng)(deng)問題(ti),已(yi)具有較好的(de)實踐基礎(chu)。
開展(zhan)企(qi)(qi)業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)評(ping)(ping)(ping)價(jia)(jia)(jia)(jia),其主要意義包括:一是有(you)(you)利(li)于技(ji)(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)培養(yang)。評(ping)(ping)(ping)價(jia)(jia)(jia)(jia)對加(jia)強技(ji)(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)隊伍建設具有(you)(you)導(dao)向(xiang)作(zuo)用(yong),通過評(ping)(ping)(ping)價(jia)(jia)(jia)(jia),可以引導(dao)加(jia)強企(qi)(qi)業(ye)(ye)(ye)職工(gong)職業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)培訓(xun),發展(zhan)技(ji)(ji)(ji)工(gong)教育,促(cu)進(jin)高(gao)質量就業(ye)(ye)(ye),推動(dong)(dong)產業(ye)(ye)(ye)轉(zhuan)型升級。二是有(you)(you)利(li)于建立技(ji)(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)成(cheng)長(chang)體系。通過評(ping)(ping)(ping)價(jia)(jia)(jia)(jia),暢(chang)通技(ji)(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)成(cheng)長(chang)通道,加(jia)強人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)激(ji)勵,提(ti)高(gao)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)待遇和地位,形(xing)成(cheng)人(ren)(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)(ren)渴望成(cheng)才(cai)(cai)(cai)(cai)、人(ren)(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)(ren)努力成(cheng)才(cai)(cai)(cai)(cai)、人(ren)(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)(ren)皆可成(cheng)才(cai)(cai)(cai)(cai)、人(ren)(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)(ren)盡展(zhan)其才(cai)(cai)(cai)(cai)的(de)(de)良(liang)好(hao)局面。三是有(you)(you)利(li)于推動(dong)(dong)技(ji)(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)評(ping)(ping)(ping)價(jia)(jia)(jia)(jia)改(gai)(gai)革(ge)。人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)評(ping)(ping)(ping)價(jia)(jia)(jia)(jia)改(gai)(gai)革(ge)的(de)(de)重點是,促(cu)進(jin)評(ping)(ping)(ping)價(jia)(jia)(jia)(jia)與使用(yong)結(jie)合(he),推動(dong)(dong)企(qi)(qi)校合(he)作(zuo)、產教融合(he)。同時,受新冠肺炎疫情等影(ying)響,大規模的(de)(de)公共活動(dong)(dong)受到一定程度的(de)(de)限制,鼓勵企(qi)(qi)業(ye)(ye)(ye)自主開展(zhan)技(ji)(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)評(ping)(ping)(ping)價(jia)(jia)(jia)(jia)活動(dong)(dong),改(gai)(gai)變技(ji)(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)的(de)(de)評(ping)(ping)(ping)價(jia)(jia)(jia)(jia)模式,也勢在(zai)必行。
問:《通知(zhi)》有哪些政策突破或政策亮點(dian)?
答:《通(tong)知》最大的(de)亮點(dian)就(jiu)是(shi)“自(zi)(zi)主(zhu)”。《通(tong)知》比較系統地明(ming)確(que)了企業(ye)(ye)在(zai)開展技能人(ren)(ren)才評(ping)價(jia)工作中的(de)自(zi)(zi)主(zhu)權,包括自(zi)(zi)主(zhu)確(que)定評(ping)價(jia)范圍、自(zi)(zi)主(zhu)設(she)置職業(ye)(ye)技能等(deng)級、依(yi)托企業(ye)(ye)開發評(ping)價(jia)標準規范、自(zi)(zi)主(zhu)運用評(ping)價(jia)方法(fa)、開展職業(ye)(ye)技能競(jing)賽評(ping)價(jia)、貫通(tong)企業(ye)(ye)技能人(ren)(ren)才職業(ye)(ye)發展等(deng)。
一是企業自主確定評價職業(工種(zhong))范圍。企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)可結合生(sheng)產(chan)經營主(zhu)(zhu)業(ye)(ye)(ye)(ye)(ye)(ye),依據(ju)國家(jia)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)分類(lei)大(da)(da)(da)典和新發布的(de)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(工(gong)(gong)(gong)種),自主(zhu)(zhu)確定評價職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(工(gong)(gong)(gong)種)范圍。對職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)分類(lei)大(da)(da)(da)典未(wei)列(lie)入但企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)生(sheng)產(chan)經營中(zhong)實際存(cun)在的(de)技(ji)能(neng)崗(gang)位(wei),可按照(zhao)相鄰相近原則(ze)對應到職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)分類(lei)大(da)(da)(da)典內(nei)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(工(gong)(gong)(gong)種)實施評價。支持(chi)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)參與新職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)開發工(gong)(gong)(gong)作,推動較為(wei)成(cheng)熟(shu)的(de)技(ji)能(neng)崗(gang)位(wei)納入國家(jia)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)分類(lei)體系。如(ru)石化企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)將(jiang)未(wei)列(lie)入職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)分類(lei)大(da)(da)(da)典的(de)“鉆井(jing)地質工(gong)(gong)(gong)”,按大(da)(da)(da)典中(zhong)的(de)“鉆井(jing)工(gong)(gong)(gong)”職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye),結合實際崗(gang)位(wei)要求(qiu),對職(zhi)(zhi)(zhi)工(gong)(gong)(gong)開展技(ji)能(neng)評價。有些企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)參與了新職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)征(zheng)集工(gong)(gong)(gong)作,將(jiang)“裝(zhuang)配式建(jian)筑施工(gong)(gong)(gong)員”申報確認為(wei)新職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye),為(wei)新技(ji)能(neng)崗(gang)位(wei)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)提供了評價基礎。
二是自主設置職業技(ji)能(neng)等級。企(qi)(qi)業(ye)可(ke)(ke)以國(guo)家(jia)職業(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)標準(zhun)(zhun)設置的(de)五(wu)級(ji)(ji)(ji)(ji)(初級(ji)(ji)(ji)(ji)工(gong)(gong))、四級(ji)(ji)(ji)(ji)(中級(ji)(ji)(ji)(ji)工(gong)(gong))、三級(ji)(ji)(ji)(ji)(高(gao)級(ji)(ji)(ji)(ji)工(gong)(gong))、二級(ji)(ji)(ji)(ji)(技(ji)(ji)(ji)(ji)(ji)師(shi))和一級(ji)(ji)(ji)(ji)(高(gao)級(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)師(shi))為(wei)基礎,自(zi)主設置職業(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)崗位(wei)(wei)等(deng)(deng)(deng)級(ji)(ji)(ji)(ji),形(xing)成(cheng)具有自(zi)身特(te)色的(de)評(ping)價等(deng)(deng)(deng)級(ji)(ji)(ji)(ji)結構,建立技(ji)(ji)(ji)(ji)(ji)能(neng)人(ren)才成(cheng)長通道(dao)。企(qi)(qi)業(ye)可(ke)(ke)設置學徒工(gong)(gong)、特(te)級(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)師(shi)、首席(xi)技(ji)(ji)(ji)(ji)(ji)師(shi)等(deng)(deng)(deng)崗位(wei)(wei)等(deng)(deng)(deng)級(ji)(ji)(ji)(ji),并(bing)明確其(qi)與(yu)國(guo)家(jia)職業(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)標準(zhun)(zhun)相應技(ji)(ji)(ji)(ji)(ji)能(neng)等(deng)(deng)(deng)級(ji)(ji)(ji)(ji)之間的(de)對(dui)應關系。比(bi)如,有的(de)企(qi)(qi)業(ye)在高(gao)級(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)師(shi)之上設置了特(te)級(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)師(shi)、首席(xi)技(ji)(ji)(ji)(ji)(ji)師(shi)等(deng)(deng)(deng)崗位(wei)(wei),與(yu)國(guo)家(jia)職業(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)標準(zhun)(zhun)中的(de)高(gao)級(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)師(shi)相對(dui)應,享受政府人(ren)才政策(ce)。企(qi)(qi)業(ye)還(huan)可(ke)(ke)在技(ji)(ji)(ji)(ji)(ji)能(neng)等(deng)(deng)(deng)級(ji)(ji)(ji)(ji)內細分層級(ji)(ji)(ji)(ji),以“技(ji)(ji)(ji)(ji)(ji)師(shi)”為(wei)例,有的(de)企(qi)(qi)業(ye)將其(qi)分為(wei)一級(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)師(shi)、二級(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)師(shi)等(deng)(deng)(deng)。
三是自主開發評價標準(zhun)規范。適(shi)應(ying)(ying)產業(ye)(ye)發展和(he)(he)技(ji)(ji)術(shu)(shu)變革需求(qiu)(qiu),發揮企(qi)(qi)業(ye)(ye)技(ji)(ji)術(shu)(shu)優勢開(kai)發職業(ye)(ye)技(ji)(ji)能標(biao)準(zhun)或(huo)評價(jia)(jia)規范(fan),建立科學合理、符合生(sheng)產實際的評價(jia)(jia)標(biao)準(zhun)體系。企(qi)(qi)業(ye)(ye)可(ke)根據相應(ying)(ying)的國(guo)(guo)家職業(ye)(ye)技(ji)(ji)能標(biao)準(zhun),結(jie)合企(qi)(qi)業(ye)(ye)工(gong)種(崗位)特殊要(yao)求(qiu)(qiu),對職業(ye)(ye)功(gong)能、工(gong)作內容、技(ji)(ji)能要(yao)求(qiu)(qiu)和(he)(he)申(shen)報(bao)條件等進行適(shi)當(dang)調整(zheng),原則上不低于國(guo)(guo)家職業(ye)(ye)技(ji)(ji)能標(biao)準(zhun)要(yao)求(qiu)(qiu)。無相應(ying)(ying)國(guo)(guo)家職業(ye)(ye)技(ji)(ji)能標(biao)準(zhun)的,企(qi)(qi)業(ye)(ye)可(ke)參照(zhao)(zhao)《國(guo)(guo)家職業(ye)(ye)技(ji)(ji)能標(biao)準(zhun)編(bian)制(zhi)技(ji)(ji)術(shu)(shu)規程(cheng)(cheng)》,自主開(kai)發制(zhi)定企(qi)(qi)業(ye)(ye)評價(jia)(jia)規范(fan)。支持較為成熟和(he)(he)影響較大的企(qi)(qi)業(ye)(ye)評價(jia)(jia)規范(fan),按程(cheng)(cheng)序申(shen)報(bao)國(guo)(guo)家職業(ye)(ye)技(ji)(ji)能標(biao)準(zhun)。如有的平臺企(qi)(qi)業(ye)(ye)參照(zhao)(zhao)《國(guo)(guo)家職業(ye)(ye)技(ji)(ji)能標(biao)準(zhun)編(bian)制(zhi)技(ji)(ji)術(shu)(shu)規程(cheng)(cheng)(2018年(nian)版(ban))》開(kai)發了(le)“網約配送員(yuan)”“互(hu)聯網營銷(xiao)師(shi)”等企(qi)(qi)業(ye)(ye)評價(jia)(jia)規范(fan),據此(ci)對職工(gong)開(kai)展技(ji)(ji)能評價(jia)(jia)。
四是自主運用評價方法。建立以職業(ye)能(neng)力(li)為導向(xiang)、以工(gong)作業(ye)績為重(zhong)(zhong)點、注重(zhong)(zhong)工(gong)匠精神和職業(ye)道德養成的技(ji)能(neng)人才(cai)(cai)評(ping)(ping)價(jia)(jia)(jia)體系。堅持(chi)把品德作為評(ping)(ping)價(jia)(jia)(jia)的首要(yao)內(nei)容,重(zhong)(zhong)點考(kao)(kao)(kao)察勞動者執行操(cao)作規程(cheng)、進行安全(quan)生產、解決生產問題和完(wan)成工(gong)作任務(wu)的能(neng)力(li),并注重(zhong)(zhong)考(kao)(kao)(kao)核崗位工(gong)作績效,強化生產服務(wu)結果、創新成果和實(shi)際貢獻。要(yao)把技(ji)能(neng)人才(cai)(cai)評(ping)(ping)價(jia)(jia)(jia)工(gong)作融入(ru)日常生產經(jing)營活動過程(cheng)中,靈活運用過程(cheng)化考(kao)(kao)(kao)核、模(mo)塊化考(kao)(kao)(kao)核和業(ye)績評(ping)(ping)審、直接認定(ding)等多種方(fang)式(shi)。探索利用現(xian)代(dai)信息(xi)技(ji)術,創新技(ji)能(neng)評(ping)(ping)價(jia)(jia)(jia)方(fang)式(shi)。目(mu)前,各(ge)地在實(shi)施企業(ye)技(ji)能(neng)人才(cai)(cai)自主評(ping)(ping)價(jia)(jia)(jia)時,除傳統(tong)的理(li)論知識+技(ji)能(neng)操(cao)作考(kao)(kao)(kao)核方(fang)式(shi)外,鼓勵支持(chi)企業(ye)以業(ye)績評(ping)(ping)定(ding)、現(xian)場作業(ye)評(ping)(ping)定(ding)等方(fang)式(shi)進行技(ji)能(neng)水平認定(ding)。

為(wei)(wei)支持企業(ye)(ye)開(kai)展(zhan)自(zi)主評(ping)價(jia)工作(zuo),《通知(zhi)》還提(ti)出,加(jia)強企業(ye)(ye)評(ping)價(jia)基礎能力建設(she),發揮已(yi)有職業(ye)(ye)技(ji)能鑒(jian)定(ding)技(ji)術(shu)優(you)勢和組(zu)織優(you)勢,依托設(she)在企業(ye)(ye)的職業(ye)(ye)技(ji)能鑒(jian)定(ding)所站、高(gao)技(ji)能人(ren)才(cai)(cai)培訓(xun)基地(di)和技(ji)能大師工作(zuo)室(shi)等組(zu)織開(kai)展(zhan)評(ping)價(jia)工作(zuo)。鼓勵備案企業(ye)(ye)申請為(wei)(wei)社會(hui)培訓(xun)評(ping)價(jia)組(zu)織,為(wei)(wei)其它中(zhong)小企業(ye)(ye)和社會(hui)人(ren)員(yuan)提(ti)供(gong)(gong)人(ren)才(cai)(cai)評(ping)價(jia)服務。深化產教融合、企校(xiao)合作(zuo),支持企業(ye)(ye)為(wei)(wei)院校(xiao)學生(sheng)提(ti)供(gong)(gong)人(ren)才(cai)(cai)評(ping)價(jia)服務,引(yin)導院校(xiao)科學合理設(she)置專業(ye)(ye)和課(ke)程。
問:如何組織(zhi)實施(shi)?
答:一是加強組(zu)織領導。要牢固樹(shu)立為(wei)企業(ye)服務的(de)意(yi)識,支持(chi)企業(ye)開展(zhan)技能(neng)人才評(ping)價(jia)。健全(quan)工(gong)作(zuo)機制,完善工(gong)作(zuo)規(gui)程(cheng),指導企業(ye)制定工(gong)作(zuo)方案,優化服務流程(cheng),簡化工(gong)作(zuo)程(cheng)序,采取(qu)上(shang)門服務、現場集中辦理、網(wang)上(shang)申報、告知承諾、網(wang)絡核驗等方式,積(ji)極做好評(ping)價(jia)備案服務工(gong)作(zuo)。加快工(gong)作(zuo)進度(du),定期調度(du)工(gong)作(zuo)進展(zhan)情況(kuang),及時研究(jiu)解決工(gong)作(zuo)中出(chu)現的(de)新(xin)(xin)情況(kuang)新(xin)(xin)問題。
二是強化質量(liang)督(du)導(dao)。按照屬地(di)(di)原則,加強對本地(di)(di)區企(qi)業技能人(ren)才評價(jia)工作質量督導(dao),建立評價(jia)質量信用評估機制(zhi),動態公布評估結果。建立信息互(hu)通(tong)、結果互(hu)認(ren)機制(zhi),企(qi)業所(suo)在(zai)地(di)(di)人(ren)力(li)資源社會(hui)保障部門(men)要(yao)加強與企(qi)業子公司所(suo)在(zai)地(di)(di)人(ren)力(li)資源社會(hui)保障部門(men)的溝通(tong)銜接(jie)。
三是做好服(fu)務保障。人(ren)(ren)(ren)(ren)(ren)力(li)資(zi)源社(she)會(hui)保(bao)障(zhang)部門(men)(men)要(yao)加強信息(xi)化建設,向社(she)會(hui)提供證(zheng)書信息(xi)查詢(xun)服(fu)務(wu)。企業按規(gui)定頒發的(de)職業技(ji)能等級(ji)證(zheng)書,納入各級(ji)人(ren)(ren)(ren)(ren)(ren)力(li)資(zi)源社(she)會(hui)保(bao)障(zhang)部門(men)(men)建設的(de)證(zheng)書查詢(xun)系統,向社(she)會(hui)公開。人(ren)(ren)(ren)(ren)(ren)力(li)資(zi)源社(she)會(hui)保(bao)障(zhang)部門(men)(men)要(yao)將(jiang)取得職業技(ji)能等級(ji)證(zheng)書的(de)人(ren)(ren)(ren)(ren)(ren)員納入人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)統計(ji)范圍(wei)(wei),并按規(gui)定落(luo)實相應人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)政策(ce)。大力(li)宣傳企業技(ji)能人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)評價工作(zuo)的(de)重要(yao)意義、主(zhu)要(yao)舉措和(he)經驗成效,營(ying)造關(guan)心(xin)、支持技(ji)能人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)評價制度(du)改革(ge)和(he)技(ji)能人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)成長(chang)成才(cai)(cai)的(de)良好社(she)會(hui)氛圍(wei)(wei)。
