二、核心內容:鼓勵和(he)支持高校、科(ke)研院(yuan)所等事(shi)業(ye)單(dan)(dan)位(wei)(wei)(wei)對創(chuang)新(xin)人(ren)(ren)(ren)才(cai)(cai)實(shi)行(xing)協議工(gong)資(zi)制(zhi)、年(nian)薪(xin)制(zhi)、項目工(gong)資(zi)制(zhi)等靈(ling)活多樣的分配(pei)辦法(fa);事(shi)業(ye)單(dan)(dan)位(wei)(wei)(wei)創(chuang)新(xin)人(ren)(ren)(ren)才(cai)(cai)可在自(zi)(zi)創(chuang)企(qi)業(ye)獲取報酬、分紅、配(pei)股(gu);事(shi)業(ye)單(dan)(dan)位(wei)(wei)(wei)可按項目或年(nian)度(du)發給(gei)創(chuang)新(xin)人(ren)(ren)(ren)才(cai)(cai)突出(chu)貢(gong)獻獎;對創(chuang)新(xin)人(ren)(ren)(ren)才(cai)(cai)實(shi)行(xing)績效工(gong)資(zi)傾(qing)斜,傾(qing)斜部分不作為(wei)本單(dan)(dan)位(wei)(wei)(wei)績效工(gong)資(zi)調控基(ji)數;允許(xu)單(dan)(dan)位(wei)(wei)(wei)和(he)科(ke)研人(ren)(ren)(ren)員(yuan)共(gong)有職務科(ke)技(ji)成(cheng)果所有權(quan)(quan),由“先轉(zhuan)化(hua)、后(hou)獎勵”向“先賦(fu)權(quan)(quan)、后(hou)轉(zhuan)化(hua)”轉(zhuan)變;放(fang)(fang)權(quan)(quan)事(shi)業(ye)單(dan)(dan)位(wei)(wei)(wei)自(zi)(zi)主(zhu)與創(chuang)新(xin)人(ren)(ren)(ren)才(cai)(cai)協商(shang)(shang)確定協議工(gong)資(zi)、年(nian)薪(xin)、項目工(gong)資(zi)總(zong)額;放(fang)(fang)權(quan)(quan)事(shi)業(ye)單(dan)(dan)位(wei)(wei)(wei)自(zi)(zi)主(zhu)與創(chuang)新(xin)人(ren)(ren)(ren)才(cai)(cai)協議明確配(pei)股(gu)、分紅及分配(pei)辦法(fa);放(fang)(fang)權(quan)(quan)事(shi)業(ye)單(dan)(dan)位(wei)(wei)(wei)自(zi)(zi)行(xing)確定創(chuang)新(xin)人(ren)(ren)(ren)才(cai)(cai)突出(chu)貢(gong)獻獎獎勵額度(du);放(fang)(fang)權(quan)(quan)事(shi)業(ye)單(dan)(dan)位(wei)(wei)(wei)自(zi)(zi)主(zhu)與創(chuang)新(xin)人(ren)(ren)(ren)才(cai)(cai)協商(shang)(shang)確定離崗創(chuang)業(ye)期間的基(ji)本待遇。
三、享受人群
創(chuang)(chuang)新(xin)人(ren)才是事(shi)業(ye)單位(wei)高層次人(ren)才隊(dui)伍的重要(yao)組成部分,主(zhu)要(yao)是指事(shi)業(ye)單位(wei)聘(pin)用在專業(ye)技術崗位(wei)上(shang)從事(shi)科技創(chuang)(chuang)新(xin)或(huo)科技成果(guo)轉(zhuan)化工作的科研(yan)人(ren)員。創(chuang)(chuang)新(xin)人(ren)才由事(shi)業(ye)單位(wei)根據推動知識(shi)和科技創(chuang)(chuang)新(xin)需要(yao),自主(zhu)確定(ding)。
四、申辦(ban)程序和(he)所需材料(liao)
人(ren)(ren)力資(zi)源社會保障部門對創(chuang)(chuang)(chuang)新(xin)(xin)(xin)人(ren)(ren)才(cai)薪酬激勵措施(shi)不作(zuo)審批。經主(zhu)(zhu)管部門同(tong)意(yi),事業單位可(ke)自主(zhu)(zhu)與(yu)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)人(ren)(ren)才(cai)協商確定(ding)協議工(gong)資(zi)、年(nian)薪、項目工(gong)資(zi)水平;可(ke)與(yu)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)人(ren)(ren)才(cai)協議明(ming)確配股、分(fen)紅及(ji)分(fen)配辦法(fa);可(ke)自行確定(ding)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)人(ren)(ren)才(cai)突出(chu)貢獻(xian)獎獎勵額(e)度(du);可(ke)自主(zhu)(zhu)與(yu)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)人(ren)(ren)才(cai)協商確定(ding)離崗創(chuang)(chuang)(chuang)業期間的基本待遇。
